Open Access Publishing at the University of Notre Dame

Notre Dame Transformative Agreements

The Hesburgh Libraries at Notre Dame has negotiated "transformative agreements" with several publishers. These agreements allow Notre Dame authors to secure a 100% discount on author processing fees with some or all journals from those publishers.

Details on individual publisher discounts are available below.

Association for Computing Machinery (ACM)

Who is covered?

Corresponding authors affiliated with the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

Which journals are covered?

All ACM publications are covered under this agreement, including journals, magazines, conference proceedings. View a complete listing of ACM journals here. Articles must be research articles, review articles, survey articles, short papers, tutorials, interviews or notes. Other article types are not covered.

What is the discount?

The Read and Publish agreement between the University of Notre Dame and the ACM waives article processing charges (APCs) at 100% for all ACM publications. 

How can I apply for this discount?

Upon acceptance of your article in an ACM journal, you should be notified of your option to publish Open Access. Which licenses are available?

Various Creative Commons licenses, including the CC-BY license, are available.

What is the business model behind this arrangement?

This agreement is part of ACM's new model, ACM Open. ACM is working to flip to an entirely OA publishing model within the near future. Read more about ACM Open here. The subscription to ACM Open is paid through a collaborative cost-sharing arrangement between the Hesburgh Libraries and the Department of Computer Science and Engineering.

Cambridge University Press

Who is covered? 

Corresponding authors affiliated with the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

Which journals are covered?

All journals published by Cambridge University Press (CUP) which are either fully open access or offer an open access option (hybrid journals). A complete listing of Cambridge journals is located here. Any journal marked with "Open access" or "Contains open access" on that page is included in the agreement. 

What is the discount? 

The Read and Publish agreement between the University of Notre Dame and Cambridge University Press waives article processing charges (APCs) at 100% for qualifying journals for the following article types: research articles, reviews, rapid communications, brief reports, and case reports. 

How can I apply for this discount? 

See CUP's Author's Guide to Paying an Article Processing Charge (APC) for more information. When prompted for information about an affiliation discount, select the University of Notre Dame. 

 Which licenses are available? 

CUP offers Creative Commons licenses for articles published as OA. If no Creative Commons license is selected, the CC BY license will be applied by default. 

Authors retain copyright when publishing open access, but must sign an individual License To Publish (LTP) with the specific journal. For journals with digital contract signature, the author is sent a digital copy of the contract to review and sign. Journals that are not using the digital workflow will have their LTP's available on their journal page, as in this example

What is the business model behind this arrangement? 

The University of Notre Dame, through the NorthEast Research Libraries (NERL) consortium, has a transformative "Read & Publish" agreement with Cambridge University Press which covers access to CUP journals and payments for open access publication of Notre Dame authors in CUP journals. 

 

Cold Spring Harbor

Who is covered?

Corresponding authors affiliated with the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

  • Genome Research
  • RNA
  • Learning & Memory

What is the discount?

The publishing agreement covers 100% of authors publishing charges. 

How can I apply for this discount?

The corresponding author needs to submit articles with a Notre Dame email address. 

Which licenses are available? 

CC-BY, and CC-BY-NC version 4.0 licenses are available. 

What is the business model behind this arrangement?

Notre Dame secured this arrangement individually with Cold Spring Harbor. 

The Company of Biologists

Who is covered?

Corresponding authors affiliated with the University of Notre Dame. See here for more information on how The Company of Biologists describes the role and responsibilities of the corresponding author.

Note: Corresponding authors must use their nd.edu email address to prove their eligibility during the submission process.

Which journals are covered?

Development, Journal of Cell Science, Journal of Experimental Biology, Disease Models & Mechanisms, Biology Open.

Note: Articles published in "hybrid" journals which are not specifically designated as open access articles will not be available under the terms of the CC By 4.0 license.

What is the discount?

The Read and Publish agreement between the University of Notre Dame and The Company of Biologists waives article processing charges (APCs) at 100% for research articles in qualifying journals.

Which licenses are available?

Corresponding authors who choose to submit articles as open access articles under The Company of Biologists-University of Notre Dame Read and Publish agreement will have their work published under a CC-BY Version 4.0 Creative Commons license.

What is the business model behind this arrangement?

The University of Notre Dame has a Read & Publish agreement with The Company of Biologists which covers access to these journals as well as payments for publishing open access in them.  

 

Elsevier

Who is covered?

Corresponding authors from the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame. Any article accepted between January 14, 2025 and December 31, 2027 will be eligible.

Which journals are covered?

All hybrid (i.e., subscription-based) journals owned and published by Elsevier. Cell Press journals are not included. Fully open access journals also are not included in the agreement. A complete list of Elsevier's journals covered under this agreement is available here.

What is the discount?

100% of open access fees for eligible Elsevier journals are covered under this agreement. 

How can I apply for this discount?

Upon acceptance of your article in an eligible Elsevier journal, you should be notified of your option to publish Open Access. Which licenses are available?

CC-BY, CC-BY-NC, and CC-BY-NC-ND licenses are available. 

What is the business model behind this arrangement?

This is a consortial agreement through the Northeast Research Libraries (NERL) consortium.

Is there a limit to how many articles Notre Dame can publish with this agreement?

Yes. Unlike with most of the library's other Transformative Agreements, the Elsevier deal has a cap. In 2025, the University collectively can use 127 article credits. In 2026, the cap will again be 127 articles, and 127 articles again in 2027. These annual caps are based on Notre Dame's historic publishing patterns, and the library does not anticipate exceeding these credits. Please note: the Hesburgh Libraries will not cover the costs of additional, individual articles after the cap has been met. Paying for individual article processing charges is not feasible or sustainable for the library's collections budget. The library will make a concerted effort to alert campus if the university is approaching the article cap.

Institute of Physics (IOP)

Who is covered?

Corresponding authors affiliated with the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

Which journals are covered?

Please see this list of eligible journals (A, B, C, and D lists).

 

What is the discount?

The Read and Publish agreement between the University of Notre Dame and the Institute of Physics waives article processing charges (APCs) at 100% for qualifying journals for papers/special issue papers; reviews and/or letters.

Which licenses are available?

Corresponding authors who submit articles under the IOP-University of Notre Dame Read and Publish agreement will have their work published under a CC-BY Creative Commons license, the standard gold open access license for IOP journals. The only exception is for the journals of The Electrochemical Society, which offer a choice of CC-BY or CC-BY-NC-ND.

What is the business model behind this arrangement?

The University of Notre Dame has a transformative “Read & Publish” agreement with IOP which covers access to IOP journals and payments for open access publication of University of Notre Dame research in specific IOP journals. 

 

Royal Society of Chemistry

Who is covered?

Corresponding authors from the University of Notre Dame. Eligible (Notre Dame) authors must be the primary corresponding author as designated in the article submission system, and their Customer Site (Notre Dame) must be stated as their affiliation in both the article and the submission system workflow. 

Which journals are covered?

All Royal Society of Chemistry Hybrid and Gold Open Access journals, including RSC Advances are covered. A listing of both Hybrid and Gold OA journals is available here

What is the discount?

The Read and Publish agreement between the University of Notre Dame and the Royal Society of Chemistry waives article processing charges (APCs) at 100% for qualifying journals.

Which licenses are available?

The Royal Society of Chemistry offers two options for licenses: CC BY and CC BY-NC. More information regarding the Royal Society of Chemistry's Open Access policy is available here

What is the business model behind this arrangement?

The University of Notre Dame has partnered with Lyrasis to secure this Read and Publish agreement. 

Royal Society Publishing

Who is covered?

Corresponding authors from the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

Which journals are covered?

These titles are fully open access:

These titles offer an open option:

What articles are covered? 

All article types are included in this agreement. 

What is the discount?

This agreement offers a 100% discount for all eligible authors. No fee will be charged to publish articles openly. 

How can I apply for this discount?

Once an eligible author submits an article and selects an Open Access option on the publisher website they will be directed to a list of participating member institutions. Once Notre Dame is selected from the list of member institutions, the author will be informed that their article will be published open access. 

Which licenses are available?

CC-BY licenses are available. 

What is the business model behind this arrangement?

The University of Notre Dame has a transformative "Read & Publish" agreement with Royal Society Publishing which covers access to Royal Society Publishing journals and payments for open access of University of Notre Dame research in Royal Society journals. 

Springer Nature

Who is covered?

Corresponding authors from the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

Which journals are covered?

Hybrid journals across the Springer Nature portfolio. What is the discount?

100% of open access fees for hybrid Springer Nature journals are covered under this agreement.

Taylor & Francis

Who is covered?

Corresponding authors from the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame.

Which journals are covered?

All journals published by Taylor & Francis which are either fully open access or which offer the Open Select option (i.e., "hybrid" journals). Fully open access journals are included in the agreement. Journals from Dove Press, F1000, and the Expert Medicine series are excluded from this agreement. What is the discount?

100% of open access fees for eligible Taylor & Francis journals are covered under this agreement. Articles must be original research articles. Other types of papers, such as editorials and books reviews, are not covered.

The University of Notre Dame has a transformative "Read & Publish" agreement with Taylor & Francis, which covers access to Taylor & Francis journals and payments for open access of University of Notre Dame research in the eligible journals.

Wiley

Who is covered?

Corresponding authors from the University of Notre Dame. As with all other TA's, articles must be accepted while the corresponding author is currently affiliated with Notre Dame. Articles accepted during calendar years 2025 or 2026 will be eligible.

Which journals are covered?

All hybrid journals published by Wiley (i.e., Wiley's subscription journals). Fully open access journals are not included in the agreement. A complete, downloadable spreadsheet of Wiley's hybrid journals covered under this agreement is available: https://authorservices.wiley.com/asset/Wiley-Journal-APCs-OnlineOpen.xlsx

What is the discount?

100% of open access fees for eligible Wiley journals are covered under this agreement. Articles must be primary research articles or review articles, including case studies, commentaries, data articles, lectures, methods, protocols, perspectives, rapid publications, short communications, and technical notes.
